Expert Statements... Pfffft! & A lie told often enough becomes a truth(I thought this one was of Goebels)
Maybe specialists from the region are not specialists enough yet to do the job correct so they use the "professionals" .

Unfortunately all this is frustrating as it is happening in every country. Fortunately more and more people can "see" what is going on.
