Photoshop or using a 3D Rendering program, Game engine, etc. Lot's of ways to spoof this stuff these days.
It is very difficult to believe anything like this you see today unless you see it with your eyes, you get it from someone who saw it with their eyes whom you consider highly credible, or get it from a ton of different sources that each videod it filmed it, etc at the same time from different perspectives.
Otherwise REALLY easy to fake stuff these days. Seeing in photos and videos is no longer believing.
Go google Spirit Man Kites, then combine that with photo-shopping method.
