Is a snapdragon powered PC slower than an Intel one?

Yes and No.................... an Intel powered is faster on paper but in real life it is for a very limited time about 30 mins or so this is because of power delivery limits to the CPU. Snapdragon will stay cooler for longer and the power delivery limits will be minimal

Is the connected PC better ?

Yes .............. we have instant on , always connected , longer battery life , it is lighter and mostly its perfomance should be comparable to that of an Intel powered one yes it will take longer to open x86 apps but that should be less than 2 - 3 seconds and most users will never see this delay only power users will notice and they use >$1500 laptops which have 45 watt CPUs mostly
2018 a connected PC is the way to go unless you are a power user and u are always plugged onto the wall socket then it is not for you.
