Most communities develop norms, people learn how far from norm they can go and not be ostracized, and some care less about norms and want to be ostracized. Since no system is perfect, no amount of code (or rules) will contain those that want to be ostracized.

No written rules on community norms for steemit (that I could find). So newbies flounder around for awhile trying to learn the norms. Perhaps I am still floundering. Wouldn't be totally surprised to learn that.

Those with the most SP or REP get to have biggest influence on how norms evolve and are defined.

Situation is probably not that different from most communities.
