RC新调整
看到大部分见证人都升级到0.20.5版本。RC (Resource Credit)也已经调整。用steemd.com看了一个不活跃的SP只有6的号
上图显示，只要6个SP，RC满血的时候可以发15个帖子或评论，也就是平均每天发3个，因为回血时间是五天。
平均每天点赞十几次，完全够用了。
Steem白皮书讲过，系统并不是免费的，但是认为让用户为各个操作支付小额费用是不可取的。于是他们用SP来解决这个问题，要求用户必须有一定SP才能操作。由于新用户没有SP，他们最初免费赠送SP，但是被撸羊毛的玩坏了。后来他们想出的办法是官方代理SP。
以前系统用bandwidth限制用户的过度操作。但是bandwidth几乎没起到过作用，只记得有一次把大家都限制死了。现在改成了Resource Credit。上一版拿出来试一下，发现不行，于是x10在试一次。很好奇，这些人难道不预先算一下，不做个simulation 吗？就这么瞎试？

这个hf20完全瞎搞。。。如果一开始给的rc是乘以十，然后他们在慢慢的进行调整也不会被人骂的这么惨。。。都已经20.5了，说明这次hf有多成功
