银行暂时取消见证人奖励2%利息

银行从明天 开始 2019-5-30 暂时取消 见证人奖励2%的利息，原因是最近几周，见证人老是丢块，今天更是直接需要重新 replay 几十个小时都不能再出块了，严重影响到银行收支平衡。

很抱歉的通知各位亲爱的股东们，希望这一切是暂时的。 希望你们还是一如既往的支持一下银行。银行现在的利率和回报应该还算很良心的吧。

这次改动 不影响代理少于350 SP的，也不影响没设行长为见证人或见证人代理的。
