The problem of the technical solution to avoid their Firewall, is that it will make illegal the use of any service connected to Steem blockchain. That mean chinese internet users will not even dare to use Steem. I doubt Steem will scale if it's not easy to connect or even illegal.
Technical solution can protect the blockchain so the blockchain can't be oppressed, but it cannot free people for oppression...
