Hahaha; the 2 things on the tshirt in reality:

amsterdam is more strict than most of the European countries by now on smoking, and for sure Uruguay and a lot of USA states
the number of windows are getting smaller and smaller; but the number of windowshoppers (read: tourists) seem to increase still :)

Doesn't say anything regarding proper quality party scene :) But yes, Amsterdam has some in past 25yrs but getting better and better :)
