Who is the problem: the person who drops an apple core in his yard or the person who keeps a tire fire going behind his house?
Why should the person who drops an apple core be punished while the guy with the tire fire gets a pass? Or, if not a "pass", at least doesn't get held to the same standards as the other guy.

But rational consideration is irrelevant when we have bad laws arbitrarily enforced instead! Why do you hate freedom?
In my opinion it isn't the degree of the crime that matters to them, only the thought of you defying their dictates and their orders. You getting out of line is what matters to them and any degree of this offense will be punishable to the maximum that is allowed by society.
