Getting Better All the Time
Cities are never stagnant. There is always some change of one variety or another going on to improve and build up a town. While this may not be the most beautiful sight now, when completed it will be a massive improvement over what used to be there. If done right, you won't even know it's not part of the natural landscape. Well, you will, but you won't mind the change.
