God is love.
Look at what love the Father has given us, so that we may be called children of God; This is why the world does not know us, because it did not know him.
Beloved, now we are children of God, and what we are to be has not yet been manifested; but we know that when he manifests, we will be like him, because we will see him as he is.
1 John 3: 1-2
The love of God in its maximum expression is translated in the life of his son Jesus Christ.
and hope does not shame; because the love of God has been poured out in our hearts by the Holy Spirit that was given to us.
Romans 5: 5
We have already learned that the life of His Son is generated in us through water (the Word) and the Spirit.
He who does not love, has not known God; because God is love

Here it refers to the love of GOD that is not like the natural "love" "If you love me I love you", God loves us without condition.
But God shows his love for us, in that while still sinners, Christ died for us

Here the manifestation of TRUE LOVE.
When we simply say God is Love we do not refer only to what we usually know as love, not that feeling or emotion alone, this is much deeper. Understand in the sacrifice of the life of the Son of GOD, the perfect holy son of GOD has taken YOUR place and MY place of sinner enemy of GOD on the cross.
