Festive Decorations - Fail !

Chinese New Year is coming up on 16 Feb 2018. So decorations are being setup, especially in China town.
Ad-hoc shops selling Chinese New Years goodies like cookies and stuff will be setup soon. The crowd / Herd will be at Chinatown soon.

However, workers doing the art installations are only concerned about about getting their jobs done... so the result is :
