Most peoples think that they can't kill those animal,

有一種首長,

或者說
少數的應該要委屈自己去同意多數的
只要可以得到少數的支持, 又不會失去多數的支持
他就會實施那個政策
因為有許多的政策
雖然贊成的人少, 反對的人多
但是推動該政策, 反對的人並不會,因此不支持他,
反而可以得到贊成者的那些少數票
比如某種保育類動物
民意調查的結果
少數的人認為可以補殺
多數的人認為不可以補殺
首長取消保育該動物,允許補殺
可以得到那些少數者的支持
反對者也不至於因此而不支持他
