I'm in steemit for around 6 months and this is the idea that I have created for Steemit: C H A O S
Someware here in steemit I have read that: Steem is the first blockchain with humans doing PoW
The only word that is creating the problems is humans and everyone here knows very well the human nature. How long the reward system is calculated based on human logic than every time will be someone that will try to fool the system. It is the same on everyday life there are people rubbing other people, others that kills and so on. This is the human nature and nothing changed it for two thousand and more years.
But on everyday life we have a solution for the CHAOS and this is the POLICE. In one website there are the admins that do the rules and protect form chaos. Here in steemit I haven't seen someone who makes the rules or if there is someone I have seen it just flagging one or another post. Why not to pay some people that do the police or the admins for steemit putting on one POW even for them: how many posts have you monitored today lets say 100, for this amount of posts you win lets say 1$. But the admins need some power and what kind of power can we give to the admins. Lets change the upvote system: Everyone has its upvote and downvote buttons but while the upvote button affects the reputations the downvote don't affect it: it just collect the number of downvotes.
While the admins has three buttons: upvote, downvote and flagg.
What will be the job of admins:

1. Monitor the number of posts for each user
2. Evaluate and monitor every post that takes downvotes
   Let’s see how it may work:
   For the number of post:There is no need to limit the number of posts for day but the admins may have the right to decrease the reward after a given number of posts.

For the downvotes: Every time that a post get a donwvote this post is signed to one of the admins for monitoring and evaluating by comparing the number of upvotes and downvotes: If the downvotes outweigh the upvotes than the admin flag the post giving zero reward to the author. Let’s say that if the number of downvotes is not more that 40% of upvotes than the admin is not taking any action against the post. From 40-100% is up to admins to apply **a given percentage decrease in rewards".
How to choose the admins: Everyone that deposit and block a given amount of STEEM (yes like masternodes on dash or other coins based on masternodes).
Who will control the admins: A board of 5 members (creators and developers).
You will say this will create centralization.........maybe You are right but please give another way to control the humans.
