3 of those accounts are exchange accounts - not users. The coins held within those accounts belong (for the most part) to other people and not to the exchanges. I don't think you should be including those numbers.
even though they are exchanges, the steem and SBD are right now held by these accounts. Not including them would be like not including bank accounts and I have personally checked the movements and % of the big accounts that transferred to POLONIEX or BITTREX directly or through a dump account (thats a "normal" user account, to make people believe the money is not going to an exchange account but to another user's account).
This said, disparity in this system is growing, and the main reason is that Steem Power benefits the richest, another coin and system that will go to trash when people realize this :)
Right now the disparity in the steem community (60% of vaue is held by 0.005% of accounts) is worse than the real life disparity (50% of wealth is held by 1% of population).
This will lead to the new growing competitors to bring more equitative rules in order to attract users. Im not against steemit (or chainbb @jesta :P) just that a very brief study of the numbers shows that this system will need a replacement.
