Yes that is the worry. Personally I would pay it and not worry as I know I'd be getting the strain I wanted, but a lot of folk may not be in the same position and will take the cheaper option.

Staying compliant in this industry is more than a full-time job,and with federal and state taxes added its expensive, but it ensures public safety, something black market growers care nothing about.
