Growing at home for personal use (up to 5 plants without professional equipment) is allowed... other than that its still very much illegal to grow on a big scale which makes for a crazy situation. Weed is legally sold at the coffeeshops but they are technically not allowed to get it. They also have rules that they cannot have more than a certain (small) amount in the shops at all time so deliveries are being made throughout the day, all coming from illegal sources which can then legally be sold.
