Long story short, less than 5% and the time of the effect will be shortened. Past 15% and you're generally looking at decreased THC levels, along with increased CBN levels. You won't stay awake long enough to enjoy the cannabis effects. ;) Your mileage may vary with more indica leaning varieties, most hybrids today are in the 5-15% category for "ripe." :)
