The government just doesn't want to accept cannabis as a drug that is accepted by society. It is probably the cause of lobbying from bigger lobbies that want to keep the cannabis market small. With rules like this the cannabis consumer is still portrayed as a criminal if he grows one too many plants. But I can only dream of a liberal cannabis policy like this here in Germany.
