That's right. The purpose is to both make this process voluntary, and to thin out the amount of data I have to trawl to build the genesis blocks. I am excluding preminers, so the decent folk have a chance to get to know the platform before the gates open via exchanges, and 'freemium' signup account type, I have to fully specify that yet, it needs to be quite restrictive to prevent botfarmers.
