The goal is to give away 99% of total supply (some will be in development fund too). Flooding the market was a problem before, but now with 50% vested in smart-contract for a year, it doesn't seem to be an issue anymore, but it will be interesting to see what will happen in a year from now. Vesting in smart-contract was introduced with Real Name Attestation first and it also reduced the amount of people who gamed the system.
