In Lokniti Foundation Case, the Supreme Court said that mobile users needed to be verified – it never said anything about "mandatory verification" with Aadhaar (world's largest biometric ID system). The govt had, for some reason, deliberately twisted it and started insisting that it was a clear direction given by the court to make Aadhaar mandatory for mobile users.

What else did the govt tried to do or say?
The govt of India has tried every trick under the sun to make Aadhaar mandatory. In 2015, the govt has argued that Indians don’t have a fundamental right to privacy, while trying to stall the cases against Aadhaar in the Supreme Court.
Then in 2016, they designated the Aadhaar Act as a Money Bill while trying to bypass the Rajya Sabha (upper house of the Parliament of India).
They had even tried to mislead the Supreme Court and argued that Aadhaar enrolment needed less information than the US Social Security Number (SSN); however, Justice Chandrachud, who had studied in the US, has pointed out that the SSN only has your name and a number, while Aadhaar has your biometric ID system.
