That's a good thought in theory, but in reality only MASSIVE WHALE accounts will be able to compete with getting discounted/free accounts. Claiming accounts 1 at a time constantly as even depleted @steem RC to almost nothing.

Other very large accounts with hundreds of thousands of SP cannot claim due to the cost of the transaction. So again, I just want to say that the idea that ANYONE can create accounts with their spare RC is not exactly feasible.
