I was thinking more about this today and I think we can actually even put it on the blockchain... by using the public/private key system to encrypt messages for the destination.
my idea is not implementing it on the blockchain, but on a matrix-server running on busy.org, where it is private. you can of course run your own matrix-server if you don't trust it ;)
If a chat system was implemented in the Steem blockchain, wouldn't conversations be public? (As Steem is a public ledger.)
