A security token is a portable device that authenticates a person's identity electronically by storing some sort of personal information.
it is subjected to federal securities regulations and there value is derived from external sources(like exchanges) and thus is considered as an investment!

SECURITY TOKEN:

1. Ownership rights
2. subjected to federal securities regulations
3. With an expectation of profits
4. Investment of money
   EXAMPLE: POLYMATH

UTILITY TOKEN:

1. No ownership rights
2. not subjected to federal securities regulations
3. with an expectation to satisfy needs through a company’s product or service
4. not designed to be an investment
   EXAMPLE: FILECOIN

WHAT PROBLEMS ARE FACED BY SECURITY TOKEN ISSUERS?

As every ico is focused on increasing the price of their tokens, the buyers of these tokens consider it as an investment and thus making these ico's to be viewed as securities.
As all ico's are not regulated, they can be severely fined as a penalty and the project might even get derailed by SEC for this fact.
