Dalam kerangka kerja konvensi perubahan iklim Framework Convention on climeta Change (FCCC). Negara-negara industry akan mengurangi tingkat emisi dengan nilai rata-rata 5,2%. Didalamnya diatur perdagangan emisi emission trading (ET), join implementation (JI) dan mekanisme pembangunan bersih.

Untuk mengurangi emisi gas oleh negara-negara industri dalam kesepakatan tersebut dilakukanlah perdagangan karbon, karbon secara fisik adalah arang, bukan berarti kita potong kayu kemudian kita jual arang. Lalu bagaimana?. Penjualan karbon dilakukan antar negara, dimana negara maju yang banyak industri akan membeli Certified emission reduction dari negara berkembang yang hutannya masih terjaga. Dengan kata lain negara yang hutannya masih terjaga akan mendapat upah dari perawatan hutan dari negara maju karena negara maju yang banyak industri penyebab terjadinya pencemaran lingkungan.

Menurut sebuah sumber menyebutkan negara-negara yang telah melakukan perdagangan karbon seperti negara-negara Uni Eropa, Amerika, Autrali, Selindia Baru, Jepang dalam sebuah bursa karbon atau disebut pasar Emission trading Schme (ETS). Keuntungan ekonomi yang diperolah dari emisi karbon dengan menanam pohon untuk penyimpan emisi gas karbon yang kemuadian diperdagangkan.

Misalkan jepang yang dikenal sebagai negara industri akan membayar negara berkembang yang hutannya masih terjaga yang mampu menyimpan karbon seperti Indonesia dan India melalui pasar ETS.

Indonesia masih mempunyai hutan tropis sehingga berpeluang besar untuk penjualan karbon di Indonesia, bagaimana tidak!, salah satu sumber data menyebutkan potensi karbon yang terserap di hutan Indonesia mencapai 25.77 Milyar ton, belum termasuk hutan gambut dan lahan kering. Diperkirakan Indonesia mampu menyerap 5.5 giga ton karbon.

Data juga menyebutkan Indonesia menduduki urutan kelima di dunia penyuplai 10% kerdit karbon dunia. dengan luas hutan sekitar 36,5 juta hektar dengan nilai penyerapan karbon berkisar $105 Milyar hingga $144. Sumber

Perdagangan karbon dari sector hutan masuk dalam skema Reducing Emission from deforestation an forest degradation (+REDD) Indonesia telah berkomitmen untuk menurunkan 26% emisi gas rumah kaca pada thun 2020 nantinya. Setiap tahun Bank Dunia menyiapkan dana %2 hingga $20 Milyar dalam penanganan deforestasi bagi negara berkembang.

+REDD dapat melindungi hampir 20% hutan tropis dari bahaya deforestasi, jika anggaran yang disediakan pertahun mencapai $20 Milyar maka akan melindingi sekitar 50% hutan.
Pertanyaannya apakah dana tersebut digunakan tepat sasaran?. Nah, itu yang tidak kita mengetahuinya. Karena tidak adanya data. Yang harus diketahui data dari catatan kecil ini dikutip dari berbagai sumber untuk kita ketahui bersama.

Akan tetapi perlu juga kita ketahui menjaga hutan agar lestari bukanlah tanggung jawab Negara dan pemerintah akan tetapi tanggung jawab kita bersama, dan penting juga kita sepakati tanpa adanya dana penjualan karbonpun hutan wajib kita jaga agar tetap lestari. Kiban? Cocok?.
