RE: The Steemians I do know from Belgium and the Netherlands

So let's assume an actifit post has received 150 comments. It will then get a higher upvote from the actifit account.

Those 150 comments do they need to be below the post before actifit upvotes it?
That would be almost impossible.

Or will the actifit upvote account somehow remember that for all the future upvotes?

Correct with 150 comments you will get a higher upvote.
To get the people time to react, actifit has postponed the own upvote up to 12 to 24 hours after the post has been created.
At least that is how I do understand it.

I took some time but I did find what I was looking for:
You can read the complete post here: https://busy.org/@actifit/actifit-daily-fitbit-integration-almost-ready-increased-post-upvote-wait-time-top-daily-actifitters

But this what explains it.
Increased Post Upvote Wait Time
Following our V2 update, posts are getting rewarded according to a variety of aspects, including the content, amount of upvotes and useful comments the post had received at the time our Actifit bot starts upvoting.
Our bot behavior has been to skip on posts which are less than 1 hour old, to give them a chance to acquire more upvotes and/or comments, to improve their content, or receive a proper moderator review.
Recently we received some suggestions by few actifitters to increase this wait time, to give posts further chance to garner a better reward, especially due to timezone differences.
Accordingly, as of today's upvote session, we increased this wait time to a min of 6 hours per each post, so that any post that is younger than 6 hours, will not be included in today's rewarding round, and will be kept till the next day's rewarding session.
As a result of this change, we will definitely see a drop in tomorrow's voting round, and many posts will be skipped till tomorrow's round. This does DOES NOT mean that any deserving post is not getting a reward, it merely means it will wait a bit longer to give it better chance of more rewards.
Overall, we believe this change will reflect positively on posts. We will keep an eye on behavior, and adjust accordingly if need be.

Thanks a lot!

Almost fully clear. Cause now I wonder what helps best?

I think we can be sure the combination works best.

And regarding upvotes what works best?
1a three upvotes for $0.01 per upvote is $0.03 in total.
1b one upvote for $0.15.

And with regards to the comments I wonder if it helps if I wrote 15+ comments below your actifit post?
Or does only the number of different people count?

No idea about that but knock yourself out I would say 😂
