Good Planning Heart of Village Independence
One village, one plan and one budget is the most prominent spirit and perspective in the Village Law. This spirit is in line with the principle of authority of origin and local authority of the village scale arranged and administered by the village itself, the perspective of "one village, one plan, one budget" is meant for two things.
First, the village has the right to make decisions about planning and budgeting independently, in accordance with the context and interests of the local community.

Village planning as a form of local decision is at the heart of village independence. Villages take collective decisions that form the basis for the existence of villages that are beneficial to citizens. One of the key decisions taken in village planning is budget allocation, especially ADD, which is not only to pay for village government consumption, not just to build the village's physical infrastructure, but to allocate human investment and local economic development oriented to poverty alleviation.
