Definitely agree with the idea of going after the decision-makers. And as for defending more conventionally, don't underestimate the power of an entire population who own high-powered rifles and have the ability to group shots tightly. That is the Swiss model (though we can do it even better and more liberty-friendly), and despite being in the center of Europe and at the center of the international banking system, they've managed to stay out of every war in Europe for the last 200 years. But for some reason, the only thing the rest of the world has seen fit to copy from the Swiss Army is their pocket knife.
