THE ABRAE: LEGAL FIGURES TO PRESERVE THE ENVIRONMENT.

There are many regions in our national territory that due to their economic potential, their ecological capacities and their special characteristics, deserve to be regulated by special laws of the republic.

Thus, around the legal figures of Areas under Special Administration Regime (ABRAE), the Venezuelan State places special emphasis on its preservation and conservation in order to protect them from the indiscriminate interventions of predation.

According to the Organic Law for the Regulation of the Territory (Article 17) the Areas Under Special Administration Regimes: "They shall establish by Decrees adopted by the President of the Republic in the Council of Ministers, in which they shall be determined, with greater accuracy , the boundaries of the same, and the organisms responsible for its administration and management, must demarcate it within the term established in the corresponding decree. Likewise, it establishes the mentioned Law. That in the respective decree, the elaboration of the respective Plan will be ordered in which the guidelines, guidelines and policies will be established, as well as the orientation for the assignment of uses and activities allowed in such areas ... "

The areas decreed under the Special Administration Regime in our country, Venezuela, cover almost 40% of the surface of the territory, grouped in the following categories:

• Forest reserves
• Forest lots
• National Parks
• National monuments.
• Hydraulic Reserves
• Wildlife Refuges
• Coastal Parks

Up to the present date, 10 Forest Reserves and 7 Forested Lots have been decreed for productive purposes. With recreational, scientific and pedagogical objectives, 35 National Parks, 15 National Monuments and 7 Areas of Special Agricultural Use have been decreed.
Likewise, the Venezuelan State has decreed 35 Protective Zones, 9 Hydraulic Reserves, 4 Wildlife Reserves, 2 Wildlife Refuges and 2 Coastal Parks.

THE BASIN OF CARONÍ.

On July 23, 1986, the National Executive decreed Area under Special Administration Regime, a polygon included in the jurisdiction of the State of Bolívar, "where integral areas of the so-called Caroni Basin are located, which due to its border location, its high mining potential and because of the fragility of their ecological conditions "they require special management regimes, without prejudice to the restricted activities that can be carried out, preserve environmental values ​​and determine a rational use of the natural resources existing there.

Within this Polygon is Canaima National Park, already decreed as such on June 12, 1962 with an area of ​​3,000 hectares.

ACTION OF CONTROL OF THE CUNCA DEL CARONÍ.

• Management of Natural Resources: Oriented to achieve knowledge of the physical-natural and social conditions, detecting and prioritizing the environmental conflicts of the basin, where an important role plays a solution to the problem of mining activities.

• Development and Consolidation of Communities Program: Sub-program of tourism recreation, tending to develop official and private tourism plans, conditioning its economic and architectural design to the environmental and socio-cultural reality of the area.

• Sub-Program of Agricultural Development: Focused on the development of effective plans to achieve a diversification of agricultural and livestock survival activities carried out by indigenous communities.

• Sub-Program of Environmental Disclosure: Aimed at disseminating in the communities, visitors and users, the guidelines regarding the use of natural resources and environmental conservation, all in order to create an awareness and behavior of environmental preservation in the population in general.
