I left my bicycle unlocked in Tokyo for over a week on a busy street (stupid of me, I admit) and it was not stolen. I believe this had very little to do with governance and much more to do with a shared sense of responsibility towards others that is part of the culture, yet not enforced strongly.
I know why that happened, because everyone was walking past it looking at a smartphone and completely oblivious to anything else!
Wow, that's crazy. Sad how it's now crazy to think of a bike not being stolen :/
I think you've worded it perfectly. I have been coming to the realisation lately that it is only ignorance of our responsibility to one another that keeps us where we are.
I have a super hard time imagining that to happen. Every place I can think of, your bicycle would be gone.
