Blockchain in public health

I just stumbled upon this article:

On the one hand I think infectious diseases could be contained faster and lives could be saved. On the other hand it's about personal sensitive data in the hand of the government.
What do you think? Curse or blessing?

I don't even know where to begin with...
It's one thing to build a blockchain for the purpose of business or fun. It's another one when it touches issues of life and death.
Also, this idea works with fear as many other topics widely spread into society. It reminds me on terms and language of Insurance companies and banks.
Health in my opinion shouldn't be but is big business nowadays - but in this I do not like to look at it as "business".
From my understanding a blockchain - even with the kind of swarm intelligence it is working through and wants to be good or free - never the less the builders will always have more power as well as early adopters. I don't think that what is published in the article is a smart idea, to the contrary. It is in my mind still "top down".
In the end it is a very personal question: Am I afraid of a pandemic? Am I afraid of losing my life because of sickness? Do I flow with life or do I want to avoid every risk whatsoever?
I don't want government or what else departments answer that question for me.

Thanks for your reply. I prioritize my personal data to the vague danger of a pandemic. But until now I haven't had any experience with pandemics. As I am working for a health insurer, I am very interested in this development and will observe it further.
it early to say anything on this as the article too suggest but may be a blessing if used wisely
