The article says it isn’t a fork, but the website literally says it’s a bitcoin fork. Wasn’t this a fork for HexxCoin & Bitcoin holders?

It´s not a BTC fork.
They will take a snapshot of the Bitcoin Blockchain, and issue BitcoinHEX proportionally.
We´re about to finalize our Website that will explain the concet and also guide through the process, once more info is released.

It may not be a hard fork but it’s still a fork nonetheless. It’s stated as such on the https://bitcoinhex.com website
