[EOS Governance of Mandarin Community] remarkable update: ECAF administrator Moti attends the conference and the Chinese and Western arbitrations are closely linked

At 10 pm of June 21 (Beijing Time), EOS Pacific unveiled the “Open Call for the Mandarin speaking candidate of EOS Interim Arbitrator” on the 4th zoom conference, which was held in collaboration with the Mandarin speaking EOS community members.

Arbitrator Candidate Training Plan

The follow-up EOS Mandarin governance community study plan is determined.

In view of the current mandarin governance community, there are senior candidates who have been in contact with EOS for many years, and there are also novice candidates who come because of their dreams. An important role of the community — an communication platform — becomes a logical form of cooperation.

The mandarin speaking EOS interim arbitrator candidate training plan mainly includes the following five areas:

  • Basic knowledge and development history of Blockchain.
  • EOS basic knowledge and development history.
  • EOS advanced technical knowledge, such as the details of the main network launch, EOS smart contract, security issues, GB and BIOS programs, source code and more.
  • The composition of EOS global community, the introduction of main BP profiles and key personals.
  • Detailed Explanation of EOS Convention.

EOS Pacific will help to organize the training. Next, experts from the mandarin speaking community will claim their expertise and start the training in order to provide all candidates with the most effective environment for communication and learning.

The training plans will be further finalized at the next (June 22) meeting.

In addition, Jason Wang of EOS Pacific specifically recommended that all arbitrator candidates join the telegram group EOSIO Gov to understand, learn and comment on the hot topics.

Arbitrator candidates profiles

01- Macau University of Science and Technology — Dr. Lawrence Liu

Bachelor of China University of Geosciences, MBA of University of Macau, Doctor of Business Administration of Macau University of Science and Technology.

He currently serves as the product manager of internet finance departments in one of the four major state-owned banks (6 years), and has 1 year experience in software development for mobile device companies.

He is engaged deeply in blockchain, and fluent in English.

Lawrence builds the “WuDao” blockchain community and acts as the administrator. He has also performed various researches on EOS, DPos mechanism and encryption economics.

He started exposure to the encryption network since 2013, as an early researcher of the blockchain project. In the second half of 2017, he joined the “Silicon Valley blockchain research community” as early core member. He is also the co-founder of the U Community.

02- Legal elite — Du Bolun

7 years of legal education and 2 years of legal work experience in Internet company. Bolun is not a full-time lawyer which meets ECAF’s requirements for arbitrators.

03- Yantai University student — Victor

Victor wants to be an arbitrator candidates entirely due to the love of blockchain technology. At present, he is a student of International Trade University and has strong learning ability.

The highlight of this meeting will inevitably be the participation of ECAF administrator Moti.

EOS Pacific has been in close contact with Moti. The voices of the mandarin speaking community has been widely broadcasted in overseas communities. ECAF administrator Moti strongly agrees with the efforts of the mandarin community on the diversity of members of the ECAF arbitrators. During this meeting he talked in-depth with all the candidates of mandarin speaking communities.

First, Moti expressed his support and recognition for the mandarin speaking community’s efforts in EOS arbitration. Then the arbitrator candidates of Mandarin communities asked Moti questions.

Q:

What is the current progress of the work of the Interim arbitration committee?

A:

The current arbitration committee is temporary and the committee members are all studying. At present, a large number of cases prepared by the ECAF serve as training materials for the arbitrators, and they have established corresponding training channels and are open to the community. I hope everyone can enter the community as soon as possible for training. At present, we are also working hard to learn. We hope that our good work performance can be recognized by everyone and become formal arbitrators.

Q:

The work of the arbitrators of the ECAF is currently free of charge, but the professionalism and complexity of the arbitration work cannot be performed by ordinary personnel and requires deep knowledge to be competent. Arbitration usually takes up a lot energy and time. In the short term, they can provide services without compensation, but if it is long-term unpaid, it may not be reasonable. How does the Arbitration Committee treat this situation?

A:

The ECAF arbitrator will be paid later, and this part has been planned. In the long run, the future income of the arbitrator will come from the income of the arbitration case. It is an independent income, which comes from both parties to the arbitration. In the early days, EOS has just been set up and there are not many arbitration cases yet, so this part of the income is not enough to pay the arbitrators. The Arbitration Commission has already submitted a proposal for temporary funds and applied for a loan from BP before repaying it.

Q:

What do you think about bribery? And the diversity of arbitration committees?

A:

In fact, there is a point of view currently: The arbitrator’s nationality cannot be the same with the nationality of the party. I do not agree. It is normal to worry about the arbitrator’s conspiration with the parties. Whether bribery or not, in fact, has nothing to do with nationality. Even if it is not the same nationality, accepting bribes may also occur. What is important for us is to improve the system from accepting bribes and to establish reasonable supervision.

Q:

How will the formal arbitrators be elected?

A:

It will be voted by all EOS token holders and will be decided by the user voting YES/NO, but will be different from the election of BP.
