There is so much mystery around the origins of the blockchain that it would be no surprise to find out that it was built for exactly the purpose that Ian suggests.
Technology is a double-edged sword and you can bet your bottom bitcoin that the ruling elites will be doing everything they can to gain some form of control over its use, especially if it can force us to incur debts.
