Fantastic initiative driving Bitshares into China. Also a very good insurance proposal for traffic ticket insurance, but why is the payout only half? The concept states "Then we will reimburse half of the fine to your account"? Why not collect premiums to reimburse the full fine?
Because we don't want to encourage people to violate the traffic rule.
