Ripple (XRP) is a fully centralized banksters coin yet it has a market cap of $124 billion as of posting. Is Maduro on a quest of having some of that "free money" being poured into cryptocurrency market? Ripple's being pumped by hype and greed, although some conspiracy theories arise too.
