Based on their post, they said

'every address on the Ethereum blockchain that held a balance over a minimum threshold of 0.1 ETH at a recent past block height (TBA soon)'

So it means they have already decided the block height and that processed in the past. So there won't be any free tokens for people who park their funds now.
