Coinbase (where it is available) permits connection to your bank account. And can transfer your currency in or out as well as permitting a limited cryptocoin exchange and wallets.

This is not a common setup. You may have to work with an exchange for bank access, buying/selling cryptocoin and initial wallet. Then if you create a wallet elsewhere (like on your smart phone, PC, or an offline wallet) then you can transfer coin from the exchange to the new wallet.
