Breaking and entering is also regulated and everyday it happens. Speed is also regulated on the highways and yet they have entire budgets to traffic enforcement. Drugs are extremely regulated yet opiate deaths remain at an all time high. I could keep going but I am sure you get the point.

Regulations only create quagmires and hurdles that do not stop the risks from existing and swells government. Swelling government gives them more control. The cycle begins of proving a need, expanding that need, then ultimately corruption in order to maintain the status quo.
