Does this mean buying alt coins with BTC before the drop (assuming fund does not get approved), and then re buying BTC with altcoins before it goes up again?

Dash will be resilient if BTC dumps. Monero should also do well. I will primarily be shorting BTC itself but that is risky for the non-traders. I am like staying nicely diversified.
