What's happening - India and Bitcoin

During the financial budget 2018, Indian government reiterated their stance on crypto currencies stating they are not legal.

But what does it really mean?
Does it mean Indian citizens cannot use crypto to transact?
Or does it also mean that they cannot trade crypto currencies for investment purposes?

I a.m. not certain. But i think both is the answer. Any thoughts?
