Russia develops a system for identifying police miners

The Ministry of Communication and Media announced that it is developing a system for identifying crusher miners so that they can be taxed.

This ministry is preparing a draft law on the regulation of these mines, which is said to include a special system for detecting mining of crypts. In addition, there may be a two-year vacation tax as special tariffs for energy consumption.

"Will there be a special system for detecting miners, according to the current consumption structure and the internet website, to link the capacity of the mining equipment to the amount of crypto-power that the miner declares in exchange for it," Vedomosti reports, followed by Telegraph .

According to the announcement, two people familiar with the issue have confirmed that this information is included in the mining regulation prepared by the ministry. The draft law is expected to be submitted to the Russian parliament by 1 February.

This is not the first time Russia has explored ways to identify miners. In October last year, the chairman of the Financial Markets Committee, Anatoly Aksakov, noted the possibility of pursuing crusher miners by means of electricity consumption.

The Ministry of Energy believes that "technically this is possible, but it is necessary to understand that such processes and activities should be economically feasible. It may be worth monitoring only the major connections that provide this activity on an industrial scale."

Experts said, "The key question is how authorities will discover customer accounts that win crypts, those who watch television or those who are powered by electricity."

"The miners' discovery according to the profile of the energy tire and the traffic internet will be very difficult to realize. Virtually, it is impossible to distinguish between what consumes electricity for a mine of crypts or for heating, explains Andrei Koptelov, director of the Center for Economic Research at Synergy University.

The Ministry of Communication and Media is considering special benefits for miners.

"For initial miners, two years of compulsory tax holidays will be given, then they will be forced to pay the profit tax, but they will not pay the Value Added Tax," the ministry says.

However, Deputy Finance Minister Alexei Moiseev last week told reporters that his ministry "does not see it necessary to have a holiday tax".

In addition, the Ministry of Communication and Media plans to provide cryptown miners with "a special energy tariff and quota".

"So far no one has been able to explain why there should be special tariffs for mining operators. In the Russian Federation, currently the existing tariffs are among the lowest in the world, which already make IT facilities in Russia quite attractive "says the Russian energy ministry's announcement.
