How to create a real dex exchange ?

The dex software will be integrated into nodes.The control of the software will only be on the nodes.The dex software is activated when there are 10000 nodes.When the number decreases, the system will automatically shut down.
External software cannot interfere with nodes. A centralized software cannot control a decentralized system. A change in software can only be possible by all nodes.
