I like this strategy, I been thinking about doing something similar... I am also a little disappointed with the "Steem promotion setup"... 'I agree that a referral program would be more then enough to make Steem go KAAABOOMMM!
I would prefare the referral program ON THE BLOCKCHAIN, so that there are no possibility for "mistakes" or similar by a central entity.
Whenever I show Steemit to someone for the first time its like un plugging someone from the Matrix. Its a red pill into crypt0 land all wrapped up in a bad ass blockchain. People cant believe you can get paid to post on a social media platform let alone at 0 cost to them. I agree that a referral program done right will be the gasoline on this fire.

Yes, I get the same feeling... the problem is that most people are not mentally prepared to be unplugged from the matrix.. that's at least my experience.. do you have the same experience? I mostly want to tell people about Steemit, but very few really understand it or believe it when I present it, mostly to strangers, so its not easy... yes a referral program will give the right incentives to "educate" or "unplug" people, as it is a lot of work...
For me I have had a good experience overall. Yes at first some are apprehensive but then they begin to see the bigger picture. It is important to be patient and show them the way.
Ye, I guess it depends on who you meet, where you meet and many other things like that... usually I don't have much time with a certain person, but are meeting a lot of people, which make it hard to have patience...
