    Some EU-based cryptocurrency developers have registered their businesses in safe haven countries covered by for example the Helsinki Treaty.

    Helsinki treaty was ratified by Nordic countries in the 1960s and states that no country can restrict movement of funds between two of the countries that have ratified the treaty.
