This is the "Petrodollar" which is one of a few coins capitalizing on confusion. El Petro uses symbol PTR, but apparently Venezuela hasn't been able to shift it at all. You can look at their wallet and check: http://explorer.ournem.com/#/s_account?account=NCGBBZKOTERO3EXMPPCNDNDXZQQJXBEMWWO7MB66
Adding to the confusion they initially were going to fork ETH, but decided to switch to NEM at the 11th hour. NEM confirmed this, yet this wallet calls BS on the press release sale volume.
