I've looked through mentioned Russian Miner Coin (RMC) presentation. Currently is only 180 nm Multiclet chip ready. There is only theoretical calculations of parameters for future 28 nm Multiclet chip capable any altcoin PoW. If 100M$ will be raised on ICO, the 90M$ will be spent for Bitfury 16 nm SHA-256 chips miners and 10M$ for Milticlet chip development.

    10M for a chip seems pretty ok, Asics can cost around 1 to 2 Million for production.
