I don't think that it needs any incentives by elites to trigger more Bitcoin forks. As long as the forking business is profitable it will happen. You can't do much about it beyond looking what exactly they are doing, why they are doing it and who is doing it. Alternatively: Put your money in other crypto projects. There are enough of them out there.
