This not possible as if you read the concept on which Bitcoin runs then it is not possible. As fees is going to be the NEXT way to reward people. So, I don’t think it makes a difference when the mining rewards become lesser, as there are still many other ways and Bitcoin was always meant to be that way, eventually.
